The High Commission of Canada in Bangladesh
is pleased to announce a job opportunity for the position of
Development Advisor. The competition is open to citizens of Bangladesh
and all persons with legal working status in Bangladesh or at the High
Commission of Canada. The High Commission of Canada seeks to
create a list of qualified candidates who may be appointed to a position
when one becomes available, and may be used to staff similar positions.

Mandatory Qualifications:
Education: Advanced degree from a government recognized university.
Language: English, and Bangla (written & oral)
Experience:
- At least five (5) years of recent and relevant experience in international development programming in Bangladesh;
- Significant*
and recent** experience in international development project
management, including planning and design, contracting, results based
management, monitoring and reporting;
- Experience in
collaborating with and managing relations with representatives of the
Government of Bangladesh, foreign governments and international
organizations;
*Significant is equivalent to approximately 3 years of experience
**Recent is within the previous 5 years
Rated Qualifications:
Knowledge:
- Knowledge of international development issues and trends, including international and Canadian aid effectiveness principles;
- Knowledge of computer software (Microsoft Office);
Ability:
- Ability
to analyze international development issues facing the Government of
Bangladesh, write reports and provide briefings to management on these
issues;
- Ability to plan and organize programs for field
monitoring visits, high level visits and other international development
related events with tight deadlines and minimal supervision;
- Ability to communicate effectively orally and in writing in English and Bangla;
Personal Suitability:
- Demonstrated
capacity to establish and maintain effective and professional working
relationships with colleagues and supervisors;
- (a) Professional integrity, (b) judgment, (c) initiative;
Asset Qualifications:
(Candidates are encouraged to indicate how they meet the following criteria, where applicable)
- Experience
in international development programming in Bangladesh in one of the
following sectors: (i) health, (ii) education, (iii) skills for
employment, (iv) public financial management;
- Advanced degree from a government recognized university with a specialization in development studies or international relations;
- Ability to read, understand and communicate in French;
Job Resume:
The
Canadian High Commission seeks a qualified candidate to serve as a
Development Advisor for Canada’s Development Assistance Program in
Bangladesh, which focuses on supporting Health, Education and
Sustainable Economic Growth. The successful candidate will report to a
Sector Team Leader and be tasked to do the following:
- Monitor and evaluate ongoing projects;
- Contribute to the analysis, identification and development of new initiatives;
- Prepare memos and briefing materials for management;
- Coordinate activities and policy engagement with other stakeholders and the Government of Bangladesh;
- Conduct research and analysis on development issues in Bangladesh;
- Other tasks as required.
Selection Procedure:
All applications will be carefully reviewed against the mandatory and desired requirements of the job.
Candidates
must meet each essential qualification to be appointed to the
position. A candidate may be appointed to the position even though he
or she does not meet the asset qualifications, but meeting this
qualification is desirable and may be a deciding factor in choosing the
person who will be appointed. Candidates must meet and maintain the
above conditions of employment throughout their employment.
Candidates
screened in will be contacted for further assessment, including: a
personal interview with a series of questions designed to evaluate each
applicant’s knowledge, abilities, and personal suitability for the
position. In addition, tests may be conducted to assist the selection
board in assessing the applicant’s qualifications, skills and language
ability. Reference verifications shall be conducted as a part of the
hiring process.
The results of this competition may also be used
to establish an eligibility list to staff similar openings which may
arise in the twelve (12) months following the completion of this
competition.
Conditions of Employment (Must Be Met):
The
appointment of the successful candidate will be subject to a Reliability
Check (RC) obtained by the Management. To conduct the Reliability Check
(RC), the candidate will have to submit the following documents on
being selected by the mission.
- Police clearance certificate (Character Certificate);
- Professional and educational certificates and mark sheets (i.e., academic transcripts).
**Candidates must be available to work overtime on short notice and travel within Bangladesh and abroad.
